Replay with the additional advanced rules - Simultaneous play, the random activation with the divisional commander bonus dice (Staff officers etc). The major difference here is that the 71st held the town and by turn 2 they got a staff Officer giving them a +1 melee bonus. They were not ousted by turn 2!!
