Do you have a copy of the BA rulebook to cross ref rules & Special Rules (SR) in general?
Example: SR 1 could be allocated as a "Reece" move (can [reverse] "run away" once per turn a full run move, then goes "Down") SR 2 Inf would be classified as "Tank Hunters"

No i dont have the rules.
But a list of the WW2 national characteristics would be useful.
Playing mainly Yanks.... i know they get an extra Air Strike for free, and all their infantry can move and fire without penalty.
The Krauts can roll to replace dead NCO's and get an extra dice for their machineguns.
The Brits get an extra dice shooting for every 3 rifles, and get a free FOO.

Here's the rules in general ... INFANTRY ASSAULTING VEHICLES Infantry cannot assault a vehicle making a run action unless subsequently immobilised or otherwise brought to a halt. An infantry unit that is not equipped with anti-tank weapons (aka "Tank Hunters") must take and pass an order test with a –3 modifier when attempting to assault any kind of fully enclosed armoured vehicle.
Vehicles can fire their weapons at infantry starting their assault from more than 6” away and within the weapon’s firing arc in the usual fashion. Recce vehicles can react by making an escape move as described on p95.
Roll to Hit Vehicle advancing ... 6 Otherwise .............. 4, 5 or 6 Vehicle run ............ N/A
Roll to Damage Damage roll = number of hits scored + D6
If the vehicle is a soft-skin or open-topped it is destroyed if damaged. If it is an enclosed armoured vehicle roll on the Damage Results table. Infantry not armed with anti-tank weapons (aka "Tank Hunters") can only score superficial damage.
If the vehicle survives the assault is over and assaulting infantry regroup. So not really sure how to adapt these for Meta Wars?

I would leave the rules as is....
But count all infantry squads as "tank hunters" armed with anti-tank grenades. ( no points paid, but all squads are the same )
Easy to remember....
And change Haywire grenades....2 dice per pointy-eared gimp.

Yeah, I'll go with that.
Having the Order Dice beside the vehicle shows what status it's at, so it's easy to see if it can be assaulted or not,

Sure , why not make them the same as Haywire Grenades ( 75 AP ) ?
Photon Grenades: Defensive bonus?
Dont they make the initiative even in close assault in 40K ?
So in effect, in MW, this would mean simultaneous attacks of both attacker and defender.
So there goes your second special rule....only one left !

I guess to attract more players from 40K, AT43 or any other wargame style, adding in Special Rules that their used to playing with will help add to the Meta Wars followers? You could create a "Basic" & "Advanced" (which would include Army Special Rules) set of rules to keep everyone happy, where both players need to agree to play the "Advanced" set?
I'm looking for a quick & simple game of Meta Wars myself, so won't be bothering with Special Rules, but I'm happy to discuss them,
