The short answer is NO! , I would like it to be a max of one per company/ faction i.e. Arceo, Flux, etc. having one each but them taking up one of the max number, that way you could choose to play them or not
Better explain that ... if unit max is 10 then you get an engineer and 9 fighters but you save on the cost of one soldier but if you use the basic unit size it become it doesnt count to numbers

Dont think thats how it works, you would have a unit of 10, plus the CivEng. (making 11)
Making the entire computation much easier.
At a stretch, one per company might not break the game .
Even at that.... i would still have them permanently lost if captured by the enemy.

I would think one per company would be OK, but ur suggestion they're lost sounds like a way to control any one faction having a load appear, which is a good idea. Quick suggestion ... allow factions to only field one Civvy per battle, or maybe one per platoon? Obviously, when u capture them, u'll get the 50 RP's per control phase, giving you some benefit for going after ur opponents.
Another suggestion ... As a minor tweak, rather than lose them after the battle, maybe they could sit in the winners HQ, allowing him a pool to dip into should he lose his own Civvy? That way, allowing winning armies an extra advantage to be able to field Civvy's in battle. We could also say they can move about sectors as they please?
These Civvy's are creating a ton of attention!!!!
